Recognition of Prior Learning ( RPL )
Recognition of prior learning (RPL) is a process by which both formal learning for recognized awards, informal learning from experience and non-formal learning for uncertificated but planned learning (e.g.workshops/seminars that are uncertificated) is given academic recognition (Garnett et al., 2004). The description of such learning as “prior” means that it has happened in the past and is often taken to mean prior to entry to a course of study towards a qualification. Recognition of prior learning (RPL) is a process by which both formal learning for recognized awards, informal learning from experience and non-formal learning for uncertificated but planned learning is given academic recognition. RPL has been the mainstay of all assessments conducted under national vocational education and trainingsystems since the late 1980s and continues evolve as different vocational education and training (VET) systems evolve.
What is Recognition of Prior Learning?
Recognition of Prior Learning (RPL) is a process through which non-formal learning and informal learning are measured, mediated for recognition across different contexts, and certified against the requirements for credit, access, inclusion or advancement in the formal education and training system, or workplace.
RPL in the United Kingdom. It was first introduced into the UK with the National Council for Vocational Qualifications, who adapted it as the central element of all competency-based assessments.The British government to provide support to the creation of the National Vocational Qualifications (NVQ) and Scottish Vocational Qualifications (SVQ) systems during the late 1980s and early 1990s.The report of the UK Universities Vocational Awards Council on RPL highlighted that while RPL in the UK had more than a 20-year history and was espoused by over 100 plus higher education institutions.
RPL in Australia.
The National Training Board in Australia was one of the first outside of the UK to develop such a system as a framework for the transition towards the implementation of new apprentice programs and workplace training and assessment under the National Training Reform Agenda. The acknowledgement of a person’s skills and knowledge acquired through previous training, work or life experience, which may be used to grant status or credit in a subject or module. RPL in Canada.
In 2015 the Canadian Association for Prior Learning Assessment (CAPLA) released guidelines for the Recognition of Prior Learning that serve to guide and enhance the assessment of learning through RPL across contexts, contribute to organizational effectiveness, and promote labour force development.
RPL in Europe.
In Europe, a milestone in the acceptance of accreditation of learning from experience was achieved in 1986 when the Council for National Academic Awards, the body which until 1992 awarded degree qualifications in the polytechnic sector, published regulations for the accreditation of learning from experience for use in relation to its awards. In 2005, the Quality Assurance Agency (QAA) that oversees standards in higher education produced RPL guidelines.
RPL in the Philippines.
The process in which the individual’s previous learning outside the formal system which contributes to the achievement of current competency/ies can be assessed against the relevant unit of competency and given recognition through the issuance of appropriate certificate.

RPL in Malaysia.
The process of recognising previous learning (often experiential) towards gaining a qualification in Malaysia was recognized and accepted with the establishment of Human Resources Development Fund’s (HRDF) Recognition of Prior Learning (RPL) programme under the Malaysian Ministry ofHuman Resources.

Accreditation
Accreditation is the independent, third-party evaluation of a conformity assessment body (such as certification body, inspection body or laboratory) against recognised standards, conveying formal demonstration of its impartiality and competence to carry out specific conformity assessment tasks (such as certification, inspection and testing).
Accreditation bodies are established in many economies with the primary purpose of ensuring that conformity assessment bodies are subject to oversight by an authoritative body. Accreditation bodies, that have been peer evaluated as competent, sign regional and international arrangements to demonstrate their competence. These accreditation bodies then assess and accredit conformity assessment bodies to the relevant standards.An authoritative body that performs accreditation is called an ‘accreditation body’.
The International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) provide international recognitions to accreditation bodies. There are many internationally recognized accreditation bodies approved by the IAF and ILAC.Right now there are NO acceptable government approved or facilitated accreditation agency for non-academic qualification.
The Research Institute for Standards in Islam ( RISIS ) is based in Malaysia and was established by corporate charter in 1997.
